Analysis of different methods of billing delivered thermal energy in district heating systems

Abstract:
Measurements are the foundation of modern economic systems, as they enable transparency, fairness and efficiency in all types of commercial transactions. Without precise and reliable measures, it would be nearly impossible to ensure a fair relationship between the seller and the buyer. It is especially important in sectors where invisible resources, such as thermal energy, are sold. Fair billing of delivered thermal energy in district heating systems and encouraging energy efficiency measures directly contributes to improving the quality of life of the population, reducing energy losses and more rational use of resources. This paper presents an analysis of existing tariff system models in five different cities and their application to four almost identical residential buildings in Zenica. For these four buildings, data is available on the delivered amounts of thermal energy in the previous four and a half heating seasons. Two buildings are thermally insulated and the other two are not.
